About Us
Champlin Woods and Winnapaug Cottages are being developed by Newbury New England L.L.C., a Rhode Island Corporation. The parent company is Newbury Development Company of Des Moines, Iowa. Newbury is an experienced developer of luxury retirement housing with 3801 Grand and Grand Suites in Des Moines, Iowa and Melrose Meadows in Iowa City, Iowa. Newbury’s other line of business, the development, renovation and management of multifamily housing in Iowa, provides depth to the company’s resources.

Frank Levy, President & CEO
Frank Levy (President of Newbury New England L.L.C.) earned a BA in History from Yale and an MBA from Harvard, and worked in consulting and technology before joining NNE in 2001. Since 2008, Frank has led all the company's operations as CEO, CFO and COO, and is the owner and broker of Newbury Management Company, headquartered in West Des Moines, Iowa. He is deeply involved in the management and development of Winnapaug Cottages and Champlin Woods Condos.
Rochelle Levy, Owner
Rochelle, a born New Yorker and New England boating enthusiast, returned to the East to help her son, Frank, manage the development of our Westerly Rhode Island property. After the death of Newbury New England L.L.C. founder, Jim Levy in 2008, Rochelle (Shelley), a retired family doctor, is enjoying new challenges and the chance to utilize what she learned from 46 years of real estate conversations with the late Jim Levy, company founder.
Christine Robertson, Project Coordinator
Christine Robertson is our project coordinator and has been deeply involved in all aspects of Newbury New England L.L.C. since its founding. She assisted Richard Liguori with construction, as well as with the management of the condo development for the Winnapaug Cottages Homeowners Association.
